Proposed Texas Bill to Prevent International Parental Child Abduction

A bill entitled PREVENTION OF INTERNATIONAL PARENTAL CHILD ABDUCTION has been filed in the 78th Texas Legislature as House Bill 1899 (HB 1899).

This Bill is divided into three parts:

  1. the Necessity of Measures to Prevent International Parental Child Abduction;
  2. Abduction Risk Factors; and
  3. Abduction Prevention Measures.

This Bill is supported by research and statistics published by the American Bar Association (ABA), U.S. Justice Department, and National Center for Missing and Exploited Children (NCMEC).

A hearing on this bill will be scheduled in a few weeks and we need to contact members of the House Committee on Juvenile Justice and Family Issues before then. HB 1899 was introduced in the Texas House by Representative Joe Nixon and is joint authored by Representative Mike Wise. It will be carried in the Texas Senate by Senator Jane Nelson. It is especially important to gain support from the members on the House Committee on Juvenile Justice and Family Issues, particularly Chairman Dutton and Vice-Chairman Goodman.

Supporting Materials on International Parental Child Abduction

Abduction is a selfish act, and is a form of child abuse. Children have a right to a relationship with both parents, and each parent has a right to a relationship with their child. HB 1899 will increase awareness in the courts regarding the risks, obstacles to recovery, and safeguards needed to protect at-risk children, with a goal toward facilitating a continued relationship between the child and both parents in the best interests of the child.
